If you are fined by the government for doing something wrong, would you flaunt it publicly ?
This shopkeeper whom I met this morning has flaunted the fine that was imposed on him in his shop for keeping carry bags.
When I asked him the reason, he said, when citizens see it, they do not ask for a plastic carry bag.
This is his way of making the citizens aware.
